sorry i dont know but is there an aspca in waterford city as they do cut rates? ,,also the larger practices might do it too. I know there is a place in cork that you bring your pension book down and they give a cut in price,,.

A good few of the spca shelters do neutering vouchers for pensioners, unemployed etc.. Not sure about cut rate general vet stuff though I think it could just be neutering.
