I was watching Frontline and one of the commentators (Fintan O Toole iirc) claimed that €4 billion would provide Ireland with a broadband network.

    How realistic is this claim?
Why did Fianna Fail never implement it when we had the means?

We already have a broadband network

millions were spend on fibre being laid on all major roads thats not being used, thats along the ESB fibre and Irish Rail fibre

even more was spend on 3g roll outs and various wireless schemes

45billion could possibly be used to bring fibre to every home, but imho that be a giant waste
