If applying for the Grant do you have to pay registeration fees (€90) and the college fees (€600) before you get the Grant? It's for a PLC course.

I think it depends on the college. I have attended two colleges (Dundalk IT) where I had to pay all the fees and it was refunded, and in NCI they just require you to pay the 90E. Best thing to do is ring up your college admissions office and ask.
