Do they give you any money in the mean time? I heard something about your welfare officer person giving you a bit of cash to tide you over till your regular payments come through. Also, what happens if say, I get a job in 4 weeks time but before I've received any JSA? Will they still pay me for those 4 weeks whenever it does get sorted?

You can apply to your community welfare officer for supplementary welfare allowance

A person I know was waiting a long time for JSA, she was advised to apply to the CWO for supplementary welfare allowance. She didn't do so, but her claim was then refused ... as a matter of interest, what would have been the position then with regard to the money given? Would she have had to pay it back?

No, if the CWO paid her, and then she didn't get JSA/JSB she wouldn't have to pay it back. However, if it was awarded Social Welfare would have paid the HSE back the money out of the arrears due to her.

The DSFA and HSE systems are interlinked - SWA is a DSFA payment that is administered on behalf of the DSFA by the HSE - there is a common misconception that it is a HSE payment the only function of the HSE is to administer the scheme - and any payments made under SWA come out of the overall DSFA budget. SWA is deducted automatically out of any arrears payable.
