Is there a program that will place text at a specific location on PDF's that are already created?

I have found programs that will put page numbers on PDF's but not a full line of text...

You can download the free Scribus but you should really use InDesign (which is expensive). If it's a one off use Scribus or Illustrator, or Inkscape (free).

Acrobat is not the best option.

You could try downloading a trial of any of the above software, which would give you 30 days at least of usage.

You could also try GIMP which is totally free, similar to photoshop, so probably wouldn't be the best typographically, but would get the job done.

Scribus, being free, is probably your best bet if you don't want to splash out.
