Water seeping up under driveway

Water has started seeping up under the driveway at home.
Its a tarmac driveway which is probably been there about 15-20 years.
I'm not home all that much so I'm not sure how long exactly its been going on.

It could have started around the same time we did some other ground work with sewage around the back of the house, but I'm not sure about that. It could easily have been there years but I wasn't around to notice it.

The tarmac is very mossy where the water is seeping though.

I did try a little patch using some tarmac repair stuff and trying to seal the ground underneath using some black plastic and sealant.

It seems to have moved the seepage back "up" the drive way , i.e its starting at a higher level

Any ideas on what is going on or how to handle it ?
Anybody come across this problem in the past ?

    Thanks for any replies

It the ground adjoining the driveway wet? If so, it could be a high water table or poor drainage.

Otherwise, as said , it could be a soakaway which the driveway was inadvertantly constructed over or mayber a burst pipe.
