Irish Tax not enough for you? Check EU Tax!

    The EU are currently keeping as quiet as possible about the new EU tax proposals until after the Irish Lisbon vote.
    But the commission's blueprint could still face tough opposition from national capitals. The move requires unanimous support and EU governments tend to carefully guard their tax competences, including access to their national data in this area.

    EU political leaders including Merkel, Sarkozy and Barroso are already on record stating they want to raise an EU tax. On top of that, an EU Commission report of 14 July 2004, lists four different options for raising this tax, including a new energy-based tax, a fiscal Vat resource and a resource based on corporate income. Article 311 of Lisbon gives the EU power to unanimously "establish new categories of own resources". The last part of article 311 states the rules on this new tax are to be decided by qualified majority voting – ie, we lose our national veto on its details.



    Even the government's own white paper (chapter 10) says: "The treaty allows for the implementing measures, such as how 'own resources' are to be made available and accounted for, to be decided by QMV."

That decision shall not enter into force until it is approved by the Member States in accordance with their respective constitutional requirements.

    The Council, acting by means of regulations in accordance with a special legislative procedure, shall lay down implementing measures for the Union's own resources system in so far as this is provided for in the decision adopted on the basis of the third paragraph. The Council shall act after obtaining the consent of the European Parliament.

    I got a good laugh out of this bit, apparently we lose our national veto on the implementing details of a tax that doesn't exist. :D

    Yes, we've been over this one several times. The EU member states fund the EU. They have - and this should be evident to even the tiniest mind - the power to decide how to fund the EU.
