    Is it always fraud if someone is claiming jobseeker allowance while being married to someone who works full time? Should I report it?

    not necessarily.

    if they have declared their spouse's income it may low enough that they are still entitled to some or all of jobseeker's allowance.

    My husband is employed and I'm on jobseeker's allowance, albeit a part payment.

    and OP,
    How do you know that this person isnt claiming Jobseekers Benefit instead of Jobseekers Allowence??
    If they have made enough contributions in the relevant year they are entitled to it.

    And if it is J.S.A as Xiney says, the person who is working full time could have a low enough income that would allow the other person to be entitled to some kind of a payment.
