Power to impose fines

    Is there any case law in Ireland that says who can impose fines. I would take it that only the courts and government appointed agents can fine a person?

    Only a court can punish someone.

    Everything else - parking tickets, revenue penalties, liquidated damages for late completion of a contract are framed differently so as to be something else other than punishing / penalising someone.

    Those libraries are probably pushing it by calling them "fines". Hmmm... speaking of which. :eek:
