Testing drinking water

I am currently staying in rented accomodation and the quality of the drinking water is not great. I have two questions I need help with and would be grateful for suggestions.
    1. What is the best way to get the water tested to see if its safe?
    2. If the water is not safe on contains unusally high levels of any substance, is this enough grounds to break the lease?
    Thanks in advance.
