    22 years old,
    1 years no claim bonus,
    provisional license,
    car is Renault Scenic 1.4

    Where is the best bet? I remember looking somewhere before and got a cheap quote but can't remember, she is with AXA but they're charging her over 2,000 quote I seem was far less if I could only remember the name where I got it.

    Try Quinn Direct (Get a quote online). They sometimes do good deals for Learners. However, they do not operate through a broker - you have to go to them directly (over the phone or online).

    My sister has fairly similar info to you and she got insurance with Zurich Lady star for 866. Quoteme.ie gave this to her. When she rang them herself it was more. So keep trying quoteme til you get a good one!
