    Might be a DNS error or your resolver cache at fault.

    Go to the command prompt (Windows Key + R -> Type cmd in the Run box).

    Type: ipconfig /flushdns



    If that doesn't help, try using an Open DNS server. Click the URL below for instructions on how to do that.

    https://www.opendns.com/start/computer



    How long has this been going on, just last night and today so far, or is it happening quite a lot before this?

    Then it may be the DNS servers on UPC's end, if your phone is suffering too. I'd wait it out, problems like these can take a day or so to fix, but maybe longer too. It won't be permanent, so be patient. In the meantime, do try my suggestions, in particual the Open DNS one.
