course change

hi, my friend was offered a course in carlow but he doesnt want to go there he wants athlone which he had as 2 and 3, is there any way he can change? he didn accept the carlow one

No, unfortunatly you cannot be offered a place below a prefereance. Only above. If he was offered his first choice he will not be offered anything else. If carlow was his 4th choice he could have been offered his third in the second round offers.

Unless of course this course has not been filled for the year, then he could apply for it again.
