Driving ban no licence?

Would a driving ban count as applicable if the banned person in question does not even hold a driving licence and this never came to light during the prosecution?:confused:

yes,

a person without a driving licence can be banned from driving in which case the ban would operate to prohibit them from applying for a driving licence or learner's permit.
