FE1: Must Sit 3 or 4 subjects the first time around?

I thought you only had to sit 3 exams at the least for the FE 1's but I got my exam guide this morning and it says that on your first attempt you must sit 4!!!

You must sign for four. quite a few people actually only study for three but then sign for the fourth, wait an hour or whatever and walk out.
