well the barrel moving could depend on the what brand it is
also are there any barrel spacers around it? if not then yeah it'll wobble a bit
you could wrap some teflon tape around it a few times untill it fits snugly into the outter barrel
make a few rings of tape and you should be ok
i cant help you with the paint job but there are a few people on here that are very good at it

How do you upgrade it? mm, how long is a piece of string?

The barrel, is not inside a normal outer per say... so a 'few rings' of teflon tape wont help... apart from the muzzle cap, its a hollow barrel... they do sell barrel spacers... if you mean the outer is wobbly... take the mech out of the stock, and tighten the barrel screw (front under side of reciver) then replace to body, and make sure both screws are tight in the body...

Upgrades... which model l96 is it? that dictates upgrades really... but theres only so much to a 1j gun, that wont push it over.

If you've tightened up all the screws etc, get a load of that filler cr@p ya see in pillows and duvets, then get some spacers like those used as padding inside a silencer, put in the first spacer and make sure its nice and centred at the bottom looking in from the muzzle, then pack out the space between the inner and outer with the filler stuff. half way up, add another spacer to keep the barrel centered. then follow with more stuffing and a final spacer. this cuts the noise aswell as the movement within the barrel. :)
