I currently have an iPhone which I use on Vodafone because that's the network my workplace uses however I'm changing jobs so I'm looking for some advice on what's the best network operator to go with for data plans etc. I have a SIM free iPhone 3G, it works great with Vodafone but running costs seem high...

Depends on coverage.

I use 3 and get good speeds in my local area with a €10 add-on.

Also you would need to consider your call useage.
