Higher Diploma and Higher Education Grant?

As far as I'm aware, a person who applies for higher education grant and holds a particular level of a degree, must choose a course which leads to a higher degree.

According to NFQ's website, both Honours Bachelor Degree and Higher Diploma are listed under level 8. However, the latter is a postgraduate degree and requires a person to be a holder of the former. Yet on the grant's application form, Higher Diploma (together with Postgraduate Diploma, which is actually level 9) is listed between level 8 (Honours Bachelor Degree) and level 9 (Masters Degree).

I find this a bit contradictory. So the question is: if I want to undertake a one-year full-time course, which leads to Higher Diploma (or Postgraduate Diploma), and I'm a holder of Honours Bachelor Degree, am I eligible for the grant?

(Apologies if I doubled a question, but couldn't find any.)
