Because the wiki article is for motor elevation for a motorised dish while dishpointer is satellite elevation for a fixed dish.

You set the adjusted declination on the dish - as per the wiki. So if you have a moteck motor, the angle on the dish is set to 23 deg (30-7). If you have a different motor, then read the manual.

Must disagree, the motor should be set to 36 degrees elevation , once set DO NOT ADJUST MOTOR ELEVATION :-) Best way to set declination is to use the satellite itself that is at the centre of the arc at your location, I use 5W. So set the dish where you thing 5w is and move the dish up/down while the motor and the dish are at dead centre to get best signal at 5w. USALS is also very good for this if your receiver/motor support it.
