A police investigation is under way to find out how files containing details of more than 60 people who applied for jobs with the PSNI ended up in a skip.
The documents were discovered by a contractor in Ann Street in Belfast this week and were handed over to DUP Upper Bann MP David Simpson.
Mr Simpson has demanded a meeting with Chief Constable Sir Hugh Orde to discuss the security breach.
The paperwork from 2002/2003 included the home addresses of the applicants.
Information about the backgrounds of two former soldiers who had applied for a position as explosives liaison officers were also recovered.
Reed recruitment agency had an office in Ann Street until December 2008 and it is understood the documents may have been thrown out during refurbishment of the building.
A statement from Reed said: "We apologise to all concerned that some files have not been disposed of in accordance with our own strict policies.
"We have immediately instigated a detailed investigation into what has happened and will act on the findings accordingly."
