What do the acronyms BE, FIEI CEng stand for

    I'm looking for someone to inspect damp in a relatively new building. I suspect the problem is caused by the resident(not intentionally) and is not a structural problem.
    As this is my suspicion I'd like whomever may be able to confirm this to be able to declare this authoritatively.
    As I'd be paying for the inspection I'd prefer to pay for someone who knows their stuff rather than someone who says they know their stuff and if it is a case that there is a genuine structural problem then at least the guidance given can be used to address the issue correctly.
    Would these acronyms give me any confidence in the ability of the individual to diagnose the problem?

    ...the person may be competent, but none of the above by themselves gives me any indication about anything structural.
