Starting 1st year in September. Will be travelling by car so need a parking permit. I tried the online application form but it requests a student ID number which I won't have for a few weeks.
    Anybody know what to do?

At the risk of sounding smart wait for the student ID number, it will be on the registration documentation. It is not first come first served to get permits (just to get parked!!) and you will have to prove address/show ID etc in order to pick up a permit. If you are moving to rented accommodation make sure you have proof of that address (it says utility bill which is a bit mad!) and that it is outside the no permit zone.

but what do you do for the first few days when you have no permit? will you be clamped?

best thing is to take a spin around nearby GMIT early in the day and find a handy space where you could park for free,

from experience it can take just as long when using a car park, I'd imagine with all the housing estates there could be a spot to park your car

when you're applying for a permit , get a letter from your landlord saying you live at that residence with their contact number on it,
chances are your name isn't on a bill

I applied online last week and was emailed today saying collect it next week. I'm required to show student number but don't have one yet until I register? Reception don't know, admissions don't answer.

Are you advising students to take private residential parking places?

Not a wise thing to do, I got 3 places where I live and about 3 mins walk from the college, Not a hope of me letting any students use them as they will abuse it bigtime and block the whole place up.
