USPS to ireland

    It depends what the item was, a parcel or a letter? USPS is the United States Postal Service, do you mean UPS (United Parcel Service) as in the courier?

    Your location in Ireland won't make much difference. Roughly 1 week, though it could take 2 or 3, depending on the level of service the sender pays for (express, registered, standard, etc).

    delivery cost me $16 package weighing 1.7oz from california to ireland
    it was shipped on the 10th and am hoping to get it by 21st

    Without a tracking number, you'll have no way to know where it is. So if you don't have one of them, you have no way of checking.

    Either way, no one can tell you when it will arrive.

    Most of my stuff comes in 5-6 working days via USPS, I think they usually use global express airmail.

    I'm waiting on a parcel now since July 22. The problem is that the tracking numbers are pretty much useless once they leave the US. When I track my code online I can see it left a cargo port on July 23, but after that there is nothing. An Post are of no help either, as they say that the don't always get the USPS parcels, which can go to any one of a number of contracted courier companies.

    Is there a chance it was sent surface mail and is now on a ship somewhere in the Atlantic?

    All USPS is handled by An Post. It used to be GLS for a while, but the contract went back to An Post about 3 years ago.
