Assistance translating marriage certificate

    Hi All,

    I've to get my marriage certificate translated and I am running into a spot of bother with the following sentence (the rest is fairly guessable):

    Si rilascia in carta libera per

    According to Babel fish, it translates as

    It is released in free paper for

    I am guessing this is more of a context thing, that a literal translation would not be appropriate. There is also some handwriting after the above sentence which I simply cannot make out.

    It's at the end of the certificate, literally the last line before the stamp and date.
