An IT is generally included for this prupose - I know plenty of IT graduated who entered MSc/PhD programs at UCD/TCD anwyay.

I'm presuming that I.T. colleges are included when they say university? — Or am I wrong? Would a person with a B.Sc. in an applied physics degree from an I.T. be accepted if they met the grade requirements?

A degree from an IT would meet the grade requirements, though they would possibly have to make a greater case for selection then someone with the equivalent degree from a university. It depends on whether you're talking about a course or a PhD as in the latter it will merely depend on convincing someone to take you on as a student
