What's being built next to the N22 near Bishopstown?

There's some civil engineering work going on next to the N22 out of Cork (the road to Macroom) near Bishopstown, with a couple of large cranes. While there's a NDP sign presumably saying what's going on short of stopping, it's too small to read. Anyone know what they're up to? Is this perhaps the Park and Ride for the…
