tap to answer/slide to answer?

why is this? Usually the 'slide to answer' screen comes up, but occasionally it the 'tap to answer' ...any know why it just doesnt stick to one or the other?

personally, I much rather the 'tap to answer' option, is there a way to enable this full time?

slide to answer comes up when the phone is locked
