Well basically i'm on the verge of breaking up with my partner,it's mutual..Things weren't developing the way either of us wanted..I've realised I'm in love but never actually said the words!!

Even though it might change nothing, should I declare my love before the relationship is definitely over?
We were only together for a few months

Are you still in love? And if the other person turned around and replied with the same comment in a genuine manner would it make any difference as to the direction the relationship is heading?

If its a mutual breakup than i suppose it shouldn't really matter and you could just go through the normal finisher with the "all the best in the future, i loved you as my boyfriend as you were so whatever and i hope we can still be friends".

You do have 2 ask yourself if it turned out you the love was felt by both of you would that save the relationship or would it just make it a more painful breakup.
