Are the Social Welfare offices assigned to each area via the councils? Is this how they are administered or is it from the Department of Social Welfare?

Social Welfare offices are operated by the Dept of Social and Family Affairs. These are usually located in the bigger towns and population centres. Smaller towns may have Branch Offices - these are run by private individuals and the employees are not civil servants. These branch offices are administrated by a Social Welfare office - the parent office will authorise claims and carry out maintenance on claims.

The county councils have nothing to do with the running of social welfare.
