Would the loan you get be given through the Banks or would it all be through the state/local authorities? I'm just saying if you'd had a Credit Card cancelled before and so your credit affected would this affect your Student Loan? Does anyone know how it works & when it's likely to be introduced?

You mean college fees? It looks like they will be introduced next year (academic year 2010/11). We don't know yet exactly how such a loan system would work or if there even will be a loan system but that's what the minister prefers. The cabinet will make a decision in September. The banks may nor may not be involved. Either way, bad credit history won't affect you as repayments will be made via the tax system.

Do you think up-front fees could still happen?

No, some sort of loan scheme or graduate tax is pretty much a dead cert at this point, we're just waiting for the details.

However, there might still be an option to pay upfront. The cabinet report last month suggested there could be a 20 percent discount for upfront payments. This would generate some quick revenue which the government/education sector badly needs right now, but would create the perception that rich people are getting it easy.
