Are small countries nimble and efficient?

I just had a quick scan through the article but it would seem to me that many of the problems faced by small countries such as Iceland can countered if the country is open to capital and labour flows as is the case with Ireland.

It would also seem to make the case for EU membership to obtain the benefits of a single market.

I would think the issue with volatility in small countries is no more different than the volatility of a small US state and would not be a major issue if the country was part of a larger market.

Does anyone have a copy of this. Although he is in the US Farrugia is a popular Maltese name he might have some experience in the field. It is six pages and they want over $20 for a d/l.

Farrugia, Charles, “The Special Working Environment of Senior Administrators in Small States,” World Development 21, 1993, 221-226.
