    I found it on archiseek.com, which is an excellent site and forum about all things architectural and hertige based. Didn't see the date sorry! here's the link..there's tons of cool stuff over there..photos i'd never ever seen before by the truck load!

    According to this link http://images.google.com/hosted/life/l?q=dublin+source:life&imgurl=c61c0d2a2778c349 that picture is from April 1949.

    The Republic of Ireland Act came into force on the 18th of April 1949 so I presume thats what's being celebrated in the picture.

    Edit: Google tells me that Easter Sunday 1949 was the 17th of April, so its definitely a picture of people waiting for midnight for Ireland to be officially declared a Republic.
