Hi, I was hoping someone could explain why this cert was issued or its background? It is dated 1944. I removed name for anonymity. I understand the Irish but is it a certificate of service? Any help appreciated. :)

Possibly to do with qualifying for a pension?
From :http://193.178.1.79/1927/en/si/0013.html mentions service in Oglaigh na hÉireann as making one eligible. By 1944 I suppose many of them were coming up to pension age.
