The book is Road Traffic Law by Robert Pierce. He's a solicitor and it's regarded as the most authoritive on the subject. It's in its second edition (there maybe a third edition now).

You might get a copy on amazon or you can buy it new in a good bookshop or even contact the Law Society Library or Bar Council Library, they might let you have a look at it in there.
