It's not an app, Apple won't allow it. It's a web-app for now.

Ya, it works in your browser. I installed Google Mobile App, its a list of all google mobile services. Install the app, click on Latitude, it will ask you to log in using your Gmail/google account. Then click on Add Friends and invite friend to the Latitude service. When they accept they will show up in your friends list, click on the friend and click see map. The time shows when they last updated their position.

Only if you refresh your web browsers.

you can also view this on igoogle and manually adjust your position on http://www.google.com/ig
