Problem on the servers end with their IIS server (The web server that provides outlook web access).

All you can do is let your provider know I'm afraid

Other possibilities are that
a) you need to specify the https rather than just http
i.e. https://yourserver.yourdomain.ie/exchange

b) are you being asked about invalid certificates by your browser? Many setups in small businesses are self signed, and a security exception needs to be set for them.
