“Don’t be hasty, get across safely.”
An Garda Síochána and Dublin Bus have joined forces this August Bank Holiday Weekend to raise awareness of safety among pedestrians.

An Garda Síochána launches Pedestrian Safety Campaign for August Bank Holiday Weekend

An Garda Síochána and Dublin Bus have joined forces this August Bank Holiday Weekend to raise awareness of safety among pedestrians. Posters with advice for pedestrians will be placed adjacent to the exits in all Dublin Bus vehicles, warning bus passengers: “Don’t be hasty, get across safely”.

343 pedestrians were killed on Irish roads between 2004 and 2008. This accounts for 20% of fatalities over the period and makes pedestrians the second most vulnerable group of road users, after vehicle occupants (drivers and passengers). 38% of the pedestrians who died in the period were over 60 years of age.

The figures for the Dublin region show that the proportion of fatalities accounted for by pedestrians was 35%, compared to the national average of 20%. In Dublin, over 3 of the 5 years, the number of pedestrian fatalities equalled or exceeded the number of fatalities for both vehicle drivers and passengers combined.

To date in 2009, a total of 23 pedestrians have been killed on Irish roads, which equates to 16.2% of fatalities. However, in the Dublin Metropolitan Region this proportion stands at exactly one third.

The posters, which feature the message “Don’t be hasty, get across safely”, will appear inside Dublin Bus vehicles for a two week period. Dublin Bus provides half a million passenger journeys per day.

Assistant Commissioner for the Dublin Metropolitan Region, Al McHugh, commented: “An Garda Síochána is appealing to pedestrians to consider their safety when alighting from buses and trams. People should make use of pedestrian crossings and wait till the “green man” is showing before crossing the road. We are pleased to work closely with Dublin Bus on this important safety initiative.”

He added: “Pedestrians represent a significant risk category on Irish roads and the figures for Dublin show that one third of fatalities this year were pedestrians. We hope that these posters will help to raise awareness among pedestrians of the need to be aware of their safety at all times when out and about. Older pedestrians are at greater risk and we are appealing to people to consider wearing a high visibility jacket if they feel vulnerable.”

An Garda Síochána offers the following advice to pedestrians:

    * Use a pedestrian crossing where available, and only cross the road when the “green man” is showing.
    * When exiting from buses or Luas trams, wait until the bus / tram has moved off before crossing the road.
    * If there is no pedestrian crossing available, pause for a moment and check that there are no vehicles approaching. If there are vehicles approaching, take an extra moment to ensure that the vehicle is not travelling quicker than you think. If in doubt, wait till the vehicle has passed. Continue to look as you cross the road, and keep a look out for approaching vehicles.
    * Under no circumstances should you attempt to cross the road in the vicinity of a truck or other large vehicle, as there is a possibility the driver may not see you. There are blind spots near such vehicles which can limit the driver’s view of you. If you can’t see the driver – the driver can’t see you.
    * Consider wearing a high visibility vest, particularly if you use the road when there is poor visibility or if you feel vulnerable as a pedestrian.

The posters show that 22 pedestrians have lost their lives on Irish roads this year. This was correct as of 17/7/09 date. However, since the posters were prepared, another pedestrian has lost their life on our roads.

Opening of IKEA store, Ballymun, Dublin on 27th July 2009.
Regional Traffic Management Plan 27th July to 3rd August 2009.

A new IKEA store located at New St. Margaret’s Road, Ballymun (exit4 M50) is due to open at on 27th July 2009 at 11a.m. Historically IKEA openings have attracted large volumes of people and severe traffic disruption as the nature of business at the store leads to most people arriving in private vehicles.

Initial forecasts suggested there would be 24,000 visitors on the first day arriving in 9,600 vehicles. IKEA have agreed, in the interests of traffic management, to have what they describe as a soft opening i.e. no special offers and they have changed the planned opening day from a Thursday to a Monday. These factors combined with the timing of the opening during peak holiday season will lesson the effect to traffic however they still forecast 17 to 20 thousand visitors arriving in 5,800 to 7,200 vehicles. It is envisaged that the following weekend being a Bank Holiday Weekend will attract large volumes also.

    Opening Hours:

    Monday to Friday 11 a.m. to 9 p.m.
    Saturday 9 a.m. to 8 p.m.
    Sunday 11 a.m. to 7 p.m.
    Bank Holiday 11 a.m. to 7 p.m.

    Traffic Routes:

Prior to the opening IKEA will inform the public through press releases and their website www.ikea.ie of directions to get to the store. Signage will also be placed along the routes listed below to direct traffic to the store.

    1. All approach routes to the M50 will direct traffic along the M50 to Ballymun.
    2. Traffic on R132 directed via Dardistown to Collinstown Lane to Ballymun.
    3. Traffic at rear of airport/ St. Margarets area directed via Harristown to Ballymun.
    4. Traffic at Coolock lane directed via Santry Avenue to Ballymun.
    5. Traffic signs in Ballymun Main Street will direct traffic to the store.

All traffic will eventually turn off Ballymun Road on to a new road which will be called New St. Margarets Road. This road will have traffic lights allowing traffic into the car park. These traffic lights will be controlled by Dublin City Council. The car park can accommodate 1,527 vehicles with a further 300 spaces in an overflow car park.

A route for emergency vehicles will be maintained at St. Margarets Road which can be approached from the east via Balbutcher Lane and from the west from Finglas.

    Potential Traffic Disruption:

The added traffic volumes may lead to traffic disruption however the following locations have been identified as areas where Garda intervention is crucial.

    1. M1/M50/N32 junction - There are roads works at this junction which is the subject of traffic disruption at the moment. This will be compounded by IKEA traffic. A VMS sign will be placed on the M1 advising traffic for IKEA to get into the left lane early.

This will prevent motorists who are not familiar with the area approaching the junction in the overtaking lane and causing disruption and a potential dangerous situation of blocking the overtaking lane while attempting to get into the left lane.

    2. M50 junction "4 Ballymun" - This signal controlled roundabout will have to accommodate most IKEA traffic. If traffic backs up on the approach roads to the roundabout it will severely impact the M50 which currently has only two lanes and road works at this area. There is a danger of motorists attempting to get into the queue from the overtaking lane. VMS signs will be placed on the M50 North and South advising motorists to get in lane early. If the Southbound on lane backs up to the M1 junction it may affect the Dublin Port Tunnel and if the Northbound lane backs up it may affect traffic travelling to Dublin Airport.

    3. Santry Avenue/Ballymun Road junction - This area may be affected by traffic volume.

    Alleviating Measures:

The following measures have been agreed with outside agencies alleviate the traffic problems/volumes.

    1. The M50 contractors will widen the ramps off the M50 at Ballymun as much as possible in advance of the 27th of July to allow traffic move more freely.
    2. The M50 contractors will widen the M50 to three lanes at Ballymun for the Bank Holiday weekend only. This will allow traffic to move more freely on the M50 even if the ramp backs up onto the M50.
    3. The Dublin Airport Authority has agreed to place signs identifying an alternative route from the M50 to the long term car parks via the N2 and Coldwinters.

PRESS RELEASE - Temporary Closure of 2 Luas Stops

The Railway Procurement Agency has advised Luas customers that the Red Line stops at Busaras and Connolly Station will be temporarily closed on Saturday August 1st, Sunday August 2nd and Bank Holiday Monday August 3rd and will re-open at 05.30am on Tuesday August 4th. Abbey Street Stop, which has been upgraded will be the temporary terminus for Luas Red Line services. This is to facilitate the on-going construction of the new Luas Docklands Line which is due to commence services this winter. This temporary closure ,which is necessary and unavoidable , is to install the new overhead electricity wires for the Luas Docklands extension.Once installed these wires will be live, like the wires on the existing Luas network , and will remain live as works on the new line near completion. RPA has issued a safety message advising the public of the need to stay well away from live electricity cables.

The temporary closure of Connolly and Busaras stops does not affect the rest of the Luas Red Line. Operating times and frequency of trams will not change.

The Docklands Line (Luas Line C1) is the extension of the Luas Red Line (Connolly-Tallaght) to the Point. New stops will be provided at George's Dock, Mayor Square, Spencer Dock and the Point.

RPA regrets any inconvenience to customers and will make every effort to facilitate customers during these necessary works. Detailed information will be provided at stops and on the RPA website - www.rpa.ie

August Bank Holiday At Dublin Airport

More than 300,000 passengers are expected to travel through Dublin Airport over the course of the August Bank Holiday Weekend from Friday 31st July to Monday 3rd August, 2009 according to the Dublin Airport Authority.

Over 2,000 flights will arrive and depart during this time including 170 charter flights, which have been added to the normal schedule.

Passengers are strongly advised to be in the terminal building at least 90 minutes before their flight departure time irrespective of whether they are checking in at the airport or have checked in on-line. A further 30 minutes should be factored in if passengers are using one of the long-term car parks.

Passengers are also advised to prepare for security screening in advance by removing laptops from cases, belts, outer jackets and sharp objects from hand luggage. Information regarding EU Aviation Security regulations concerning liquids are available on www.dublinairport.com and passengers are advised to familiarise themselves with these BEFORE setting out on their journey to the airport.

The Departures Road is a passenger drop-off area only with clamping and tow-away procedures in place. This road can become quite congested at peak times and vehicles waiting for any length of time will not be facilitated. Customers picking passengers up are urged to do so in the short-term car park where a special rate of €1.50 applies for under 30 minutes.

A spokesperson for the Dublin Airport Authority added “Between 05.00-07.00am is the absolute busiest time of the day at Dublin Airport when we are facilitating up to 10,000 departing passengers. It is imperative that passengers plan to arrive in the terminal at least 90 minutes before their flight departure time irrespective of whether they are checking in at the airport or on-line.”

Additional staff will be on duty in key operational areas throughout the busy weekend as well as our Customer Care teams who are here to help smooth the way for passengers and to offer advice on preparation for security including EU security restriction concerning liquids.
