If it is best before - then it doesn't matter but I'd imagine it's use by which I'd give a bit more weight to.
Most of the "buttermilk" sold in cartons/bottles isn't actually buttermilk - It's a fermented product made from milk, not cream.

The best before date matters. It's sour milk (or cream), but not soured milk.

You can make your own easily with lemon juice and milk.
