The bike shop in UCD sell off Irish Cycling Safaris bikes, usually in August/September. I think they have Trek and Giant hybrids, and would probably be about €250. Might be worth giving them a ring, if your friend can wait a while.

I think they are using Giant CRS 3.0s this year, a good decent entry-level hybrid. They used to do Trek T30s.
