How in God's name can this be?!?

Hey all, just saw a programme that had a matches puzzle on it. The number 3895 was spelled out in matches like an LCD screen and you had to move two matches to create the highest number. Turns out the answer is 151321 but they didn't explain how, anyone have any ideas?
