Well it's a "netbook" for starters. That means that they are small, don't have cd/dvd drives and are relatively underpowered when compared with larger fully fledged "laptops". They are , as the name suggests, generally used fro web browsing on the go and other relatively basic applications like word etc etc.
The Dell mini 10 has wifi anyway, as does every new laptop you can buy these days. I guess your best bet would be to go to a shop like pcworld or the likes and check out what a 10" netbook is like. Some people find that they're not great for typing on as the keyboards are cramped. But that's something you'll have to decide.
