Is there any way to arrange the icons on an iPhone? I would like to put my news feeds together, utilities together, games together etc. Standard 3G not Jailbroken or anything if that matters.

Just hold your finger on one icon for a second or two, it'll start wiggling. You can drag and drop any icon anywhere then. Press home to store.
