Who issues CITES papers? Also, does a Tortoise (Greek) need them?

Greek Tortoises come under cites II.

The animal will come with the paperwork if needed - do not buy any cites species without the paperwork.

If a Greek tortoises is app II mate it wouldn't need paperwork,App.II have free movement in Europe. Only App.1 animals like hermann tortoise need cites paperwork.
