Getting a wall ready for painting - powerhosing...

...painting outside of house, it has never been painted so its a bare cement wall that's about 4 years old. Spent 3 hours powerhosing it yesterday. When it dried off, while its free of cobwebs and algae, still get that slightly gritty feel and get 'dust' coming off it. Must I get rid off this too (or is that even possible) or will the first coat of paint bond all this to the wall anyway?

You won't stop cement from producing dust until it is sealed with the first coat of paint.
Just paint it now while it's dry.
