Owed arrears from DoE

As you all probably know the DoE aren't paying any arrears they owe to teachers (part of budget cut backs, I suppose) and I'm owed some because I only got my qualifications approved recently after working for the CDVEC since August 2008.

I know the DoE are unlikely to start paying arrears en mass any time soon, especially as the budget situation is getting worse rather than better but I'm wondering if there are cases where it will be paid.

For example, my contract is up in August of this year and as I was covering a career break it won't be renewed - as a result I'm wondering if the DoE would have to pay me the arrears (in other words settle the books by the time the contract ends) or if I'll just have to wait with everyone else until they pay up at the end of the year, or next year or whenever?

Obviously the sooner I get it the better but my biggest concern is that my contract ends this year and I have to chase them down for the money they owe me even after they pay those still employed by them.

Any help/thoughts on this would be much appreciated.

If your employers were CDVEC, payroll in Head Office should be able to answer your questions. If they're waiting on money from the Department, they'll pass it on when they get it.

This is news to me, and very bad news at that. I am also owed quite an amount of money.

I wasn't recognised through the TC throughout the last year, and so was only paid the unqualified rate for both contracted hours and maternity cover which I was doing as well.

As you can imagine this adds up to quite an amount as I did not receive any of my allowances (Masters/PGDE) and was paid based on pt.1 of scale instead of pt.3.

By my rough reckoning this could be up to 3-4k net. Are you saying that they are not paying this money out - ever?

I am sweating here guys, put me right, as I am relying on this payout against borrowings.

I'm in the same boat as you in terms of what I expect to be owed and my need to get it asap.

I don't think it's a case of never getting it - it's just a case of not getting it for some time.

The Dept seem to have stopped paying arrears as a short-term fix to cutting their expenditure, if that's the case they won't be paying it out until they can afford to do so... which isn't going to be soon.

Your best bet is to get onto your employer (if its a VEC etc.) or the Dept. itself but from what I've been told the DoE has told schools not to pay the arrears and that's the end of it until they're told otherwise.

What I'm trying to figure is whether there are exceptions to the rule.

I think the VECs are in a different position. The VECs are sub-committes of local authorities. The Dept can tell them all they like not to pay, the VEC (local authority) would have to authorise a non-payment of staff for work already done.
It would be quite serious and as far as I know, unprecedented.

Legal opinion is probably already being sought by TUI.

Edit - many on the VECs are elected councillors and thus subject to pressure.
