Can anyone tell me if there is a minimum requirement of insulation expected when drylining external walls.

My house is about 12 years old - semi-detatched in an estate and have discovered that there was no insulation between the solid 9" block wall and the plasterboard.

cheers for that - what is wrong with the foam insulation?
Is there a minimum standard that they should have adhered to?
