Custom Cut Frames?

Hey all, A bit of a question. Have been searching a few places with no luck. I am looking to get a custom cut frame 11x8.5 inches with a simple slim black frame. It would be clipped at each corner essentially making it 8 sideded. It would be done to suit the cert pictured here..
