Back to Work Enterprise Allowance (Self-Employed)

Im currently in the process of doing a business plan. Two of the rules to qualify for the BWEA are,
    • Setting up as self-employed in a business that has been approved in advance in writing by a Job Facilitator or Partnership Company
    And
    • Getting a Jobseeker's Allowance for 12 months.
Im unsure if I will qualify because I qualified for Job seekers Benefit for 9 months. I started to receive it in Feburary but have since done a 10 week Fas course. I will now resume with the Job seekers benifit until the new year unless Im lucky enough to find a job. However the business idea is my plan B if I cant find work. The BWEA is very important for the business to work. Does anybody know if I will qualify?

    From here
    Back to Work Enterprise Allowance
You can avail of the Back to Work Enterprise Allowance if you are:

Setting up as self-employed in a business that has been approved in advance in writing by a Job Facilitator or Partnership Company
    And

    Getting a Jobseeker's Allowance for 12 months
    Or

Unemployed for 2 years and getting Jobseeker's Benefit. However, if you have an underlying entitlement to Jobseeker's Allowance and are unemployed for one year you can qualify for the allowance. If you don't have an underlying entitlement to Jobseeker's Allowance, you must have a combination of qualifying social welfare payments for 2 years. Signing on for unemployment credits following your Jobseeker's Benefit will not count towards the qualifying period.
    Or...

So I'm guessing and I'm not 100% on this that if you passed a means test which is required to get JSA then you would qualify.
