Question about Pulygrind cleaner

Hi, I bought some Pulygrind grinder cleaner. The bottom of the sachets has the date 01-09 on them (see pic below). The guy who sold them to me claims that is the date of manufacture but it seems strange to me that they would stamp the date of manufacture rather than the best before date on them. Can anyone shed any light…

Hi,
