How To Disable Shift+Mousewheel?!

Best kept secret ever, and unfortunately I need it. Can't work out whether my mouse is borked or my Win7 installation has decided to lobotomise itself but my mousewheel only works properly going Up. When I try to make it go Down it goes Back (Shift+wheelDown) instead! As you can guess its driving me nuts but there's nothing in the Accessibility or Mouse/Keyboard device menus to stop it or indeed recalibrate anything! And that's the only way to stop it as its a hardcoded feature in the OS and all apps with a Back feature!

Its definitely not the Shift key sticking on the keyboard - how do you think I typed this message? ;)

Wow... fine again today. Guess Windows just wet itself  Incredibly annoying problem while it lasted though!
